He needs to get a college degree in finance, accounting, or a related field. Then he has to pass a professional examination to qualify for the certificate. The state in which you live may have other requirements, for example work experience in the field before the certificate can be issued. State laws vary, so you should check with the state.

There isn’t any nationalized certification for Financial Advisor only Certified Financial Planner. I’m not really sure which one you mean.
To become a financial advisor like the ones you see at banks, investment firms and other financial institutions generally would require taking Series 6 and Series 63 license exams and a company sponsorship.
If you are referring to certified financial planner, ones that help people with all sorts of financial planning including investment strategy, retirement etc, then he would need to have Series 65 or 66. And he could also pursuit CFP certification program to give himself more training and credibility. He will need to have a college degree before enroll in a CFP program.
